Trafficking that is defined as “ The procurement, recruitment, transportation, transfer, harboring or receipt of persons, legally or illegally, within or across borders, by means of threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of giving or receiving payments or benefits to achieve the consent of a person having control over another person, for monetary gain or otherwise.” Ref. UNODC - Manual on Anti Trafficking.
The trafficking networks for the use of women and girls in prostitution became a major focus on national / international organized crime. The effective suppression of trafficking in women and girls for the sex trade has been a matter of pressing national and international concern. Women and girls who are victims of this trade are at an increased risk of further violence, as well as unwanted pregnancy and sexually transmitted infection like HIV/AIDS, skin diseases, etc.
Since the trafficking in women and children proved to be a lucrative business and became a significant source of income for organized crime enterprises , the trafficking has been growing fast. Statistics show that, around 4000 only girl children are becoming victims and being trafficked every year from the state of Andhra Pradesh only. And a report HELP-NGO, AP of 2002 within India , the trafficking is being done within India from one state to other was from Andhra Pradesh, West Bengal, UP, MP and North Eastern states to Mumbai, Delhi, Madras and Goa in the guise of fake jobs and marriages.
A situational analysis of sex trade conducted by N.G.O, in coastal Andhra Pradesh revealed that 26 percent of the women and girls enter into the trade between the age group of 14-16 years, while 20 percent between the 16-18 years and 16 percent before the age of 14 years.
A study by Dr.P.M Nair (2005), has confirmed that only a negligible per cent around 5.6 were found to be the newcomers into this field, who entered the trade because of their association with other traffickers.
The menace prevailing in this activity is a great concern and needs to have a new mechanism developed with advanced technology and scientifically proven instruments and tools to fight against. A more comprehensive approach in implementation of holistic measures is required to ease the already heavy loaded bureaucracy that accompany these types of investigations. Since the traffickers often use illegal channels and are quick in changing their strategies it becomes difficult to track down and prosecute without the help of new technology.
